GST Offline Tool- ITC-03 and ITC-04

Who should Fill GST ITC-03 Form?

The taxpayer needs to fill ITC-03 if:

you have opted for composition scheme or the goods or services or both supplied by you become wholly exempted and have availed Input Tax Credit (ITC)

While filing, you need to declare following goods and their values in ITC-03:

  1. Inputs held in stock
  2. Inputs contained in semi-finished and finished goods held in stock
  3. Capital goods held in stock

How do I prepare the form when offline

1.Download and prepare the ITC -03 form when offline. Download

  • Before you extract and run the downloaded file, ensure that the file is not corrupted.
  • Go through the Readme document before you begin the installation.
  • Double-click on ITC-03 Offline Tool to install the offline tool.
  1. Edit the generated file using the import option
  2. Prepare ITC-03 using excel when offline (i.e. without Internet).
  3. Generate the output file in. JSON file format
  4. Using the output file, you can upload it on GST portal (www.gst.gov.in).
  5. Your downloaded (ITC-03 Offline Tool) zip file contains:

  1. After Downloading the “ITC_03_Offline_v1.0.zip” from GST Portal, extract it using WinZip in a folder.
  2. Open the extracted folder and you will find MS Excel file with Name “ITC_03_Offline_Utility.xls”.
  3. Double Click on it to open.
  4. Once opened, click on “Enable Editing” and “Enable Macros” and/or “Enable Content” button on top.
  5. Now you can use the tool.

                                 ******* How to Use the Tool*************

  1. Enter details in the ITC-03 Table wise worksheets of the Excel offline Tool.
  2. Validate the details entered in each sheet using ‘validate’ button.
  3. Generate JSON using ‘ Generate JSON File to Upload’ option.
  4. Upload the generated JSON on GST Portal. Preview the details uploaded (facility to pdf download),  Initiate filing, offset liability and File return on the GST portal.

Important Note: Size of generated JSON file should not be greater than 5 MB. The maximum number of items which can be uploaded one time is 19,000 (including data in all tables).

 

Who should fill GST ITC-04 form?

A manufacturer needs to declare the details in ITC-04 in either or all the situations:

  1. If the manufacturer is sending any goods(capital or input type) to a Job Worker
  2. Job Worker sends back the goods to the manufacturer
  3. Job Worker sends goods to another Job Worker
  4. Job Worker sends goods out from his business premises to end customer.

This offline tool helps the manufacturer to:

  1. Prepare ITC-04 when offline (i.e. without Internet).
  2. Upload bulk invoices/other details to GST portal.
  3. Edit the generated file using import

How do I prepare the form when offline

**************************    How to Use the Tool    ************************************

  1. ITC-04 offline tool is an Excel-based utility to prepare your ITC_04, Details of goods/capital goods sent to job worker (JW) from Manufacturer (Mfg.) and received back, and furnish the same on GST Portal
  2. Download the latest version of ITC-04 Offline Tool from the Download section of GST Portal
  3. Enter data in (sheet 3&4) or import and edit existing JSON file (in Sheet 1).
  4. In case different types of good are sent for Job-work on multiple challans for Job-work and are returned back to Manufacturer as one composite entity; the manufacturer may report receipt of the composite good  in Table 5 (Details of goods received back) against the challan number with primary good while other challans can be declared with description, UQC and taxable value as reported earlier in Table 4 with quantity as Zero.
  5. Generate output in. JSON file format (Sheet 2)
  6. Upload this output file (.JSON file format) into the GST portal (www.gst.gov.in)
  7. In case any error while validating or exporting, Last column named “Error” will also be filled with an error message “This row has some error” and color to red. A user can follow red cells in the corresponding column.

Important:

  1. Do not tamper with the excel template. This might generate erroneous JSON file and create problems while filing GST ITC-04
  2. Maximum allowed entries are 14000, including data from both the sheets. A user can upload JSON multiple times if it has more than 14000 invoice items.
  3. Please note, all invoice items from one invoice should be uploaded together in single JSON.
